Purpose
This report sets out the background to the
Council’s current bulk print and mail arrangements and
requests permission to extend the current contract with the
supplier PSL Ltd for a second and final 12-month period as per the
agreed extension options held within the contract.

second & final 12-month extension and the intention to carry
out a procurement exercise in advance of the end of the existing
contract be noted;

extension to the current contract with PSL Ltd be

Reason(s) for the
Decision(s):
The end date of the initial 3-year contract
term was 10 August 2024 and the current contract allows the option
of 2 x 12-month extensions. The first 12-month extension was
approved by Cabinet Member in July 2024. The proposed second and
final extension is required to ensure that Council bulk print and
mail operations are maintained whilst a new procurement exercise
for bulk print and mail operations is conducted (subject to Cabinet
approval).
