Purpose
To provide an update to the Cabinet Member on progress in developing a Low Carbon Transport Strategy for Sefton and seek endorsement of the intention to publish the attached Position Statement.
Decision
Decision(s): That
(1) the update on progress in developing a Low Carbon Transport Strategy be noted;
(2) the approach being taken be endorsed; and
(3) the Position Statement for publication and external communications be approved
Reason(s) for the Decision(s):
There is a great deal of work to be done in order to reduce the Council’s direct and indirect transport-related carbon emissions and meet the Council’s commitment to be net zero by 2030. Similarly there is a great deal of work to do in support of wider ambitions for reduced carbon emissions across Liverpool City Region and UK. A well-developed strategy will assist in ensuring appropriate focus, prioritisation and resource allocation, as well as supporting effective communication, engagement and public consultation.
Alternative Options Considered and Rejected
The Council could continue without an overarching Low Carbon Transport Strategy, or an interim Position Statement, as there is no legal requirement to have one. This approach has been rejected because of the perceived benefit of having a clear and coherent strategy to support coordination of the necessary supporting strategies/actions, and guide prioritisation and resource allocation. The LCTS and Position Statement will also assist communication and engagement, enabling officers, Elected Members, residents, businesses, partners, and funders to understand (and challenge) how these sub-strategies and actions relate to our action to tackle the Climate Emergency.
