Purpose

This report seeks Cabinet
Member consideration to approve an award of discretionary top-up
rate relief to a non-profit making organisation under the
provisions of section 47 of the Local Government Finance Act 1988
(as amended by section 69 of the Localism Act 2011).
 

Decision

Decision(s):

 
(1) 
The approved application from
Home-Start Southport and Formby for £3,418.15 discretionary
top-up rate relief, which equates to 20% of the gross annual
liability for the financial year 1 April 2025 to 31 March 2026, be
noted.
(2) 
The discretionary top-up rate relief that was
applied for in respect of the premises at Premier House, Wight Moss
Way, Southport, PR8 4HQ, be noted.

 
Reason(s)
for the Decision(s):
 
A
discretionary top-up rate relief award for the period 1 April 2025
to 31 March 2026 will go some way to ensuring that all spare funds
can go directly to supporting family and children living in poverty
with no reduction in the service level provision that Home-Start
Southport and Formby offer.

However, Cabinet Member may refuse the application or choose to
award a lower level of relief.
