To seek Cabinet
Member approval to adopt and endorse a formal Memorial Safety and
Management Policy governing how the Council manages, inspects, and
addresses unsafe or damaged memorials within its cemeteries and
crematoria.

and Management Policy (Appendix A), be noted.

The approved use of temporary safety measures,
including laying down memorials where required, pending contact
with owners, be noted.

(3) 
The approved development of a phased improvement
programme for memorials without active ownership records, be noted.

summary, the proposed Memorial Safety and Management Policy
provides a clear, consistent, and safe
framework for managing and repairing memorials across our
cemeteries and crematoria.
 
By
establishing defined inspection schedules, risk assessments, and
procedures for addressing damaged or unsafe memorials, the policy
ensures the safety of visitors, staff, and contractors while
maintaining the dignity of our sites.
 
Implementation of this policy will enable the Council to act
proactively in identifying and mitigating risks, provide
transparency and guidance for families, and ensure compliance with
relevant health and safety standards. It strikes a balance between
preserving the heritage and sentiment attached to memorials and
