Purpose

progression of simplified Traffic Regulation Orders at various
locations within the Borough.

Decision(s): That
(1)
the Traffic Regulation Orders be approved as
detailed within this report;
(2)
the necessary legal procedures, including
those of public consultation and advertising the Council’s
intention to implement the Order, be approved; and
(3)
in the event that no objections are received
during the consultation process referred to in (2) above, the Chief
Legal and Democratic Officer be authorised to make the Order and
the Highway Management Manager be authorised to implement the
Order; and in the event that objections are received during the
consultation process, the matter be referred to Licensing &
Regulatory Committee for consideration in accordance with the
Council’s Constitution.

Decision(s):
Following acceptance of parking enforcement
powers in 2000, officers have systematically introduced much more
comprehensive and legally binding Traffic Regulation Orders (TROs),
as and when waiting restrictions have been introduced or changed.
Overall, most of Sefton’s TROs are now in this new format,
although there are still a small number of restrictions which have
not required to be changed and are still backed up with old style
TROs.
At its meeting of 8 November 2000, Technical
Services Ratification Committee approved a method of simplifying
Sefton’s Traffic Regulation Orders (TRO’s) by the
introduction of one order for each road.
The new TRO’s will simply reflect the
waiting restrictions, which are currently on site. In this
situation, it is simply proposed to advertise the new TRO in the
local press, without placing notices on site.
As part of the Government’s D-TRO
project there will shortly be a requirement for all Local
Authorities to have all static, moving, temporary and experimental
orders in a digital format. It is expected that this will make it
easier for the general public to view the current situation
on-street and also make the system more efficient and consistent
for enforcement. It is expected that this project will be
‘live’ early in 2026, and Sefton Council’s
Traffic officers are pleased to advise that Sefton Council should
be in a position to meet that deadline.
