Purpose
To seek approval for the
progression of a Traffic Regulation Order, the effect of which will
introduce a 20mph speed limit on the following roads: Argameols
Close, Bispham Road, Butts Lane, Canning Road, Cobden Road, Cobden
Road (cul-de-sac containing Property Nos. 2-32), Cobden Road
(cul-de-sac containing Property Nos. 56-88) Crowland Close,
Crowland Street, Fine Jane’s Way, Fosters Close, Hart Street,
Old Links Close, Peel Street, Pitts House Lane, Russell Road,
Tithebarn Road and Wennington Road.

Decision(s): That
(1)
the implementation of new and changes to
existing Traffic Regulation Orders as detailed within this report
be approved;
(2)
the necessary legal procedures,
including those of public consultation and advertising the
Council’s intention to implement the Order, be approved;
and
(3)
in the event that no objections
are received during the consultation process referred to in (2)
above, the Chief Legal and Democratic Officer be authorised to make
the Order and the Highway Management Manager be authorised to
implement the Order; and in the event that objections are received
during the consultation process, the matter be referred to
Licensing & Regulatory Committee for consideration in
accordance with the Council’s Constitution.

Decision(s):
On 2nd September 2024, the Licensing and
Regulatory Committee granted approval for a series of improvement
measures within the Norwood area, as part of the broader Southport
Eastern Access (SEA) Scheme. These measures include enhancements to
public realm spaces and revisions to speed limits in both
residential and commercial roads. The Committee’s decision is

This report recommends the implementation of a
20mph speed limit on selected roads currently designated as 30mph.
These roads are situated within a wider area where approximately
95% of the local highway network has already transitioned to a
20mph limit. Although these specific roads were previously excluded
from the initial rollout, recent public consultation, highway
safety assessments, and data cleansing activities have identified
them as priority routes and roads for inclusion. Lowering the speed
limit on these roads is expected to enhance safety for vulnerable
road users and align with the planned public realm
improvements.
