Purpose
This report seeks approval to grant a lease of Council-owned land at Crosby Road North, Waterloo to Plaza Community Cinema by way of a Community Asset Transfer (CAT).

Decision(s):
- The approved Community Asset Transfer of approximately 0.11 hectares of land at Crosby Road North, Waterloo to Plaza Community Cinema by way of a 50-year lease, as detailed within this report, be noted.
- The Chief Legal and Democratic Officer be authorised to complete all legal documentation necessary to give effect to the transfer.
Reasons for the recommendation:
The proposed Community Asset Transfer represents an opportunity to support an established community organisation and enhance cultural and community activity within Crosby while ensuring the land continues to deliver long-term community benefit.
Alternative options considered and rejected:
Following consultation with highway colleagues, Officers confirmed that creating a new access to the site off Crosby Road North would not be supported on highway safety and traffic impact grounds, therefore sterilising the site from been sold on the open market. Another option would be for the Council to retain the land within its portfolio; however, this would likely result in the asset remaining underutilised.
