Purpose

This report seeks Cabinet Member consideration to approve an award of discretionary top-up rate relief to a non-profit making organisation under the provisions of section 47 of the Local Government Finance Act 1988 (as amended by section 69 of the Localism Act 2011).

1. The approved application from Cherish (Reach and Connect) Limited for 20% discretionary top-up rate relief for the financial year 2026-2027 amounting to £674.24 in respect of the premises known as The Cherish Centre, West Park, Albert Road, Southport, PR9 9LN, be noted.

Reasons for the recommendation:

This not-for-profit organisation plays a key role in the local community by combating social isolation for those individuals aged 50 years and over who are living in loneliness and with mental health issues and disabilities. A discretionary top-up rate relief award for the financial year 1 April 2026 to 31 March 2027 will enable the organisation to reinvest essential funds which in turn will increase their capacity to improve mental health, reduce isolation, build confidence in individuals and help volunteers gain extra skills, purpose and connection.

Alternative options considered and rejected:

None. However, Cabinet Member may refuse the application or choose to award a lower level of relief.
