Purpose

In accordance with the Councils Contract Procedure Rules, this report seeks Cabinet Member approval for an allocation of additional funds from unallocated balances in the Education High Needs Capital Grant to support work to convert the old Hatton Hill Infant building for SEND use to be known as Newfield Primary South.

1. The approved additional capital funds of £475,000 from unallocated balances in the High Needs Capital Grant to capital budget CC320 - Refurbishment of vacant school building to create a new primary SEMH provision known as Newfield Primary South, be noted.

Reasons for the recommendation:

In conclusion, while an initial capital estimate of £1,342,000 was approved based on early feasibility work and assumptions of refurbishing the existing building, the projected cost has since increased. This is due to the identification of additional essential works during detailed design stages, including significant upgrades to electrical and mechanical systems, as well as further requirements arising from stakeholder and public consultation, such as expanded parking and improved access. However, it is important to note that these figures remain indicative, as the final cost will only be confirmed once the tendering process is complete.
