Purpose

In accordance with the Contract Procedure Rules, this report seeks Cabinet Member approval for the procurement of new Pay and Display Machines through a Framework Contract.

Decision

Decision(s):

1. The approved procurement through a direct award and call off contract under an existing framework procured by Eastern Shires Purchasing Organisation (ESPO), be noted.
2. The approved contract is sealed by the legal team in accordance with the Council’s Contract Procedure Rules, be noted.
3. It be noted that the procurement can only commence after the capital expenditure has been approved by Cabinet and Council.

Reasons for the recommendation:

That Cabinet Member approves the purchase, and installation, of the new Pay and Display machines through ESPO 509_23 framework, Lot1 Pay and Display Solutions, subject to capital expenditure approval being given by Cabinet and Council.

Alternative options considered and rejected:

Retention of existing equipment has been considered, however, this would prove to be uneconomical, would lead to loss of income and reduce the ability to enforce any potential Penalty Charge Notices (PCN’s).
