Purpose

To seek approval for proposed traffic management arrangements developed for Phase 2 of the Maritime Corridor Scheme which is due to start on site in September 2026. The proposals include a closure which is anticipated to last over 6 months and therefore Cabinet Member approval is sought.

Decision:

1. The approved traffic management proposals outlined in the report to support the delivery of Phase 2 of the Maritime Corridor Improvements and the necessary orders to enable the scheme to be implemented, be noted.

Reasons for the recommendation:

After some significant consideration, its is proposed that a traffic management scheme be implemented which introduces a 1 way system on Bridle Road for much of the duration of the works, accepting that sections will become 2 way as the work is completed.

The proposals ensure access is maintained to the organisations and businesses along the section of the road, and enables planned statutory diversion works which aren’t associated with the scheme to be delivered concurrently without any further disruption.

A further commitment to complete engagement, review signal timings on the existing network and to monitor and modify the traffic management proposals is also given.

Alternative options considered and rejected:

A range of options have been considered, including 2 way working, with works undertaken under temporary signals. A further option of introducing 1 way working for the duration of the works with no early release of lengths to be 2 way has also been considered.
