Purpose
This report seeks Cabinet Member approval to invite tenders, through the appropriate procurement route, for the undertaking of roof replacement works, external brickwork repairs, and the removal of parapets at Units 1–9 Harris Drive, Bootle, L20 6LD.
The proposed works are required to address defects identified within the building fabric, improve the condition and safety of the properties, and ensure the continued operational use of the units. Subject to approval, the procurement process will be undertaken in accordance with Sefton Council’s Contract Procedure Rules and relevant procurement legislation.

- The approved proposed strategy to procure a contractor for the works be noted.
- Authority be delegated to the Executive Director – Regeneration, Economy and Assets to award the Contract resulting from the procurement process, be noted.
Reasons for the recommendation:
The Procurement Strategy outlined within the report aims to ensure the engagement of a suitably experienced contractor who has demonstrated compliance with the Council’s statutory requirements, quality criteria and submitted an acceptable tender price for the project.
Alternative options considered and rejected:
Do Nothing – an alternative option would be to carry out no refurbishment works to Units 1-9 Harris Drive. This option was also considered as part of the Cabinet report reference above and below. This option is disregarded as refurbishment works are now essential to ensure the shop units are in a satisfactory condition to be let and used by tenants. Doing nothing would likely result in the condition of the shops deteriorating further and risk vacancies, resulting in loss of rental income to the Council and loss of local amenities for residents.
