Purpose

To appraise the Cabinet Member and seek approval to declare land and properties held within the Corporate Portfolio as surplus to operational requirements.

Decision

Decision(s):

  1. The declared land and properties detailed within this report as surplus to operational requirements, be noted.
  2. The approved deduction of up to 4% of the eventual capital receipt of each asset to cover the professional fees and incidental costs of disposal as set out in the Capital Accounting Regulations, be noted.

Reasons for the recommendation:

The disposals will generate capital receipts, reduce the Council’s maintenance and property holding costs, bring vacant land and properties back into use and cease the Council Tax /Business Rates burden currently placed up the revenue budget.

Alternative options considered and rejected:

Not to dispose of the land and properties. However, further to discussion as the Council’s Corporate Property Board, no operational need was identified for the subject land and buildings. The majority of the land and properties are also a liability from a maintenance perspective, and the Council incurs significant costs whilst they are not in use.
