Purpose

In March 2023, Sefton Council was allocated £20million in grant funding by the Department for Levelling Up Housing and Communities , to support the repurposing Bootle Strand shopping centre, which will support the wider transformation of Bootle Town Centre.

In order to facilitate change in road layout and infrastructure associated with this development various traffic regulations orders need to be revoked, revised and implemented to accommodate the new traffic movements, deliveries, parking and road safety. 

Decision

Decision(s):

1. The approved implementation of the Traffic Regulation Orders, detailed in this report, be noted.
2. The approved necessary legal procedures, including those of public consultation and advertising the Council’s intention to implement the Orders, be noted.
3. It be noted that in the event that no objections are received during the consultation process referred to in (2) above, the Chief Legal and Democratic Officer be authorised to make the Order and the Highway Management Manager be authorised to implement the Order; and in the event that objections are received during the consultation process, the matter be referred to the Licensing & Regulatory Committee for consideration in accordance with the Council’s Constitution.

Reasons for the recommendation:

In order to facilitate the change in road lay out and vehicle movements for the scheme, it is necessary to introduce new and make changes to existing TRO’s.
