Purpose

This report seeks Cabinet Member consideration to approve an award of discretionary rate relief to a non-profit making organisation under the provisions of section 47 of the Local Government Finance Act 1988 (as amended by section 69 of the Localism Act 2011).

Decision

Decision(s):

  1. The approved application from Elevate EBP Ltd and awards 80% discretionary rate relief for the financial year 2026-2027 amounting to £7,956.00, be noted.
  2. The discretionary top-up rate relief applied for is in respect of the premises at Offices 2-3, Sefton House, Bridle Road, Bootle, L20 4XR, be noted.

Reasons for the recommendation:

The non-for-profit organisation plays a key role in the local community by building skills and enterprise in young people by engaging with businesses and organising workshops, placements and training. A discretionary relief award for the period 1 April 2026 to 31 March 2027 will allow Elevate EBP Ltd to continue delivering these services to young people in the local community.

Alternative options considered and rejected:

None. However, Cabinet Member may refuse the application or choose to award a lower level of relief.
