Purpose

This report is to request Cabinet Members’ authority to commence a direct award for the provision of services and maintenance of public conveniences in the wards listed above.

Decision

Decision(s):

  1. The approved direct award process to select the provider for the cleaning and maintenance of the Council’s public conveniences for a period of four years, be noted.
  2. The Assistant Director of Operational In-House Services be authorised to award the contract resulting from the direct award process and to award any extension thereof.
  3. The following be noted:  justification for this request is based on the absence of competition due to technical reasons, where only this particular supplier is capable of delivering the required goods, services, or works. This approach aligns with the new Procurement Act and is specifically covered under Schedule 5 – Direct Award Justifications, Paragraph 6.

Alternative options considered and rejected:

The has been a competitive tender which resulted in two bid being submitted. To award one contract for cleaning and holding a commercial agreement with another for maintenance is not ideal and may lead to conflict and inefficiencies across the life of the award.
