The purpose of this report is to seek approval to the adoption of a Sefton Housing Competence and Conduct Policy and Code of Conduct.

1. The approved adoption of the Sefton Housing Competence and Conduct Policy and Code of Conduct, be noted.

Reasons for the recommendation:

The Sefton Housing Competence and Conduct Policy and Code of Conduct are required to be in place to comply with the regulatory standards set by the Regulator of Social Housing. The documents appended to this report are being recommended for approval and adoption. Both documents will be kept under review to ensure they remain fit for purpose as the Council’s landlord function progresses.

Alternative options considered and rejected:

The Council could opt not to adopt the policy. This option is not recommended as it would leave the Council without a robust policy in place and would be non-compliant against the Regulator of Social Housing Competence and Conduct Standard coming into effect in October 2026.
