Purpose

To
seek approval for Sefton Council to take part in a collaborative
procurement process in conjunction with other participating
Merseyside Authorities to commission stray dog collection and
kennelling services.

Decision

Decision(s):
 
That a Liverpool City Council
led, collaborative procurement process for the provision of stray
dog collection and kennelling services be approved.
 
That authority be delegated to
Peter Moore as Assistant Director (Place) - Highways & Public
Protection, to approve the resulting post procurement contract
award.
 
Reasons for the Decision(s):
 
Without appropriate stray dog
collection and kennelling arrangements, the Council would not be
able to comply with its statutory responsibilities including the
seizure and detention of stray dogs for up to seven clear
days.
 
Alternative Options
Considered and Rejected: (including any
Risk Implications)
 
Providing an
‘in-house’ service and kennel facility would require
additional staff and facilities which the Council currently do not
have access to, costs would likely be prohibitive.
