Purpose

Proposal to introduce DocuSign software throughout the Council in order to improve efficiency and security in the process of signing and sealing documents by converting all paper copies into electronic copies using electronic signatures.

Decision

Decision(s):

(1) the procurement of the DocuSign software be agreed and to roll it out for the purpose of signing and sealing all Sefton Council contracts, seals and other relevant documents.

(2) it be noted that the Contract Procedure Rules will be updated to reflect the agreed change.

Reasons for the Decision(s):

To improve the efficiency of existing processes; contribute to reducing the Council’s budget pressures; and improve the security of our Procurement and Legal procedures.

Alternative Options Considered and Rejected: (including any Risk Implications)

DocuSign is currently the only Government approved software which includes the Sealing of Legal documents.  Other software is available but they are restricted in their application, lacking the sophistication and breadth of use which the DocuSign software permits.
