Purpose
To seek approval for the
progression of a number of Temporary Traffic Regulation Orders to
facilitate the partial demolition of the Strand shopping centre
prior to regeneration of the area.
Decision
Decision(s):
That, subject to approval from Planning Committee for the
progression of the demolition and temporary landscaping prior to
future development of the area : -
(1)
the implementation of a Temporary Traffic Regulation
Order be approved, the effect of which will amend the existing
one-way Traffic Regulation Order on the New Strand service road to
allow two-way working from the southerly kerbline of Vermont Way to
a point 75m in a southerly direction:

the implementation of a Temporary Traffic Regulation
Order be approved, the effect of which will amend the existing
one-way Traffic Regulation Order on the New Strand service road to
allow two-way working from its junction with Washington Parade to a
point 160m south of the southerly kerbline of Vermont
Way;
(3)
the implementation of a Temporary Traffic Regulation
Order be approved, the effect of which will revoke the existing
one-way Traffic Regulation Order on Delaware Road;
(4)
the implementation of a Temporary Traffic Regulation
Order be approved, the effect of which will revoke all parking bays
on the section of service road outside Strand House;
(5)
the implementation of a Temporary Traffic Regulation
Order be approved, the effect of which will introduce ‘No
waiting or loading at any time’ on the easterly side of the
Strand House service road, from the junction with Washington Parade
to a point 60m in a southerly direction;
(6)
the implementation of a Temporary Traffic Regulation
Order be approved, the effect of which will introduce an ‘At
any time’ Loading Bay on the easterly side of the Strand
House service road, from a point 60m south of its junction with
Washington Parade, to a point 8m in a southerly
direction;
(7)
the implementation of a Temporary Traffic Regulation
Order be approved, the effect of which will introduce ‘At any
time’ Disabled Parking Places on the easterly side of the
Strand House service road, from a point 68m south of its junction
with Washington Parade, to a point 11m in a southerly
direction;
(8)
the implementation of a Temporary Traffic Regulation
Order be approved, the effect of which will introduce an ‘At
any time’ Ambulance Bay on the easterly side of the Strand
House service road, from a point 79m south of its junction with
Washington Parade, to a point 8m in a southerly
direction;
(9)
the implementation of a Temporary Traffic Regulation
Order be approved, the effect of which will introduce ‘No
waiting or loading at any time’ on the easterly side of the
Strand House service road, from a point 87m from the junction with
Washington Parade to the northerly kerbline at the rear of The
Palatine;
(10)
the implementation of a Temporary Traffic Regulation
Order be approved, the effect of which will introduce ‘At any
time’ Disabled Parking Places on the northerly side of
Carolina Street, from a point 10m west of the westerly kerbline of
Georgia Close, projected, to a point 35m in a westerly
direction;
(11)
the necessary legal procedures, including those of
public consultation and advertising the Council’s intention
to implement the Order, be approved;
Reasons for the Decision(s):
The Council has the power to revoke a Traffic Regulation
Order (Part IV of Schedule 9 to the Road Traffic Regulation Act
1984) as well as the power to make a new Traffic Regulation Order
(Section 1 of that Act). Authorisation to
advertise new Traffic Regulation Orders falls under the remit of
Cabinet Member Locality Services.
Alternative Options
Considered and Rejected: (including any
Risk Implications)
During the feasibility design
stage, a number of options were considered to provide an amended
two-way access at Vermont Way, which included various modifications
to the highway layout and access/egress arrangements. A thorough
assessment of the benefits and constraints of each option was
considered, in conjunction with key stakeholders (including
Liverpool City Region Combined authority / Merseytravel). The two
preferred options were progressed further for preliminary design,
including the undertaking of an independent and professional Road
Safety Audit.
The proposals set out in this
report are considered to be the most appropriate to provide the
safest design, within the current highway environment, to enable a
two-way service road at Vermont Way to allow for the Strand Phase 1
development proposals to come forward, whilst maintaining traffic
flow.
As part of the longer-term
wider regeneration aspirations for The Strand and surrounding area,
an enhanced design for Vermont Way may be implemented, once several
existing design constraints can be removed to facilitate
opportunities to improve the overall accessibility and permeability
of the area.
