Purpose

To seek approval for the
progression of Traffic Regulation Orders, the effect of which will
prohibit Loading at any time on sections of Islington, Coronation
Road and Church Road, Crosby.

Decision

Cabinet Member approval
is given for:
 

(1) 
The implementation of a Traffic Regulation Order,
the effect of which will prohibit loading at any time on the southeast
kerb line of Coronation Road from a point 33.5m southwest of the
south kerb line of Coronation Road to the south kerb line of
Coronation Road;

(2) 
 the implementation of a
Traffic Regulation Order, the effect of which will prohibit loading
at any time on the southeast kerb line of Coronation Rd from a
point 51.5m southwest of the south kerb line of Coronation Road to
a point 42m southwest of the south kerb line of Coronation
Road;

(3) 
the implementation of a Traffic Regulation Order,
the effect of which will prohibit loading at any time on the
northwest kerb line of Church Road from a point 26m northeast of
the northeast kerb line of Islington projected to the northeast
kerb line of Islington projected;

(4) 
the implementation of a Traffic Regulation Order,
the effect of which will prohibit loading at any time on the
southeast kerb line of Church Road from a point 20m northeast of
the northeast kerb line of Coronation Road projected to the
northeast kerb line of Coronation Road projected;

(5) 
the implementation of a Traffic Regulation Order,
the effect of which will prohibit loading at any time on the
southwest kerb line of Islington form a point 54m northwest of the
northwest kerb line of Coronation Road projected to the northwest
kerb line of Coronation Road projected;

(6) 
the implementation of a Traffic Regulation Order,
the effect of which will prohibit loading at any time on the northwest
kerb line of Coronation Road from a point 42m southwest of the
southwest kerb line of Islington projected to the southwest kerb
line Islington projected;

(7) 
the implementation of a Traffic Regulation Order,
the effect of which will prohibit loading at any time on the
northeast kerb line of Islington from a point 26m northwest of the
northwest kerb line of Church Road projected to the northwest kerb
line of Church Road projected;

(8) 
the implementation of a Traffic Regulation Order,
the effect of which will prohibit any vehicle proceeding
south-east bound along Islington, Crosby to make a U-turn at the
traffic signal-controlled junction with Church Road, so as to
proceed in the opposite direction on the opposite carriageway;

(9) 
the implementation of a Traffic Regulation Order,
the effect of which will prohibit any vehicle proceeding
east bound along Coronation Road, Crosby to make a U-turn at the
traffic signal-controlled junction with Islington/ Coronation Road/
Church Road junction, so as to proceed in the opposite direction on
the opposite carriageway;

(10)       
the implementation of a Traffic Regulation Order,
the effect of which will prohibit any vehicle proceeding
west bound along The By-Pass, Crosby to make a U-turn at the
traffic signal-controlled junction with Coronation Road/Liverpool
Road junction, so as to proceed in the opposite direction on the
opposite carriageway;

(11)       
the necessary legal procedures, including those of
public consultation and advertising the Council’s intention
to implement the Order; and

(12)       
in the event that no objections are received during
the consultation process referred to in (11) above, the Chief Legal
& Democratic Officer be authorised to make the Order and
the Highway Management Manager be authorised to implement the
Order; and in the event that objections are received during the
consultation process, the matter be referred to Licensing &
Regulatory Committee for consideration in accordance with the
Council’s Constitution.
 
Reasons for the decision:
 
The Council has the power to revoke a Traffic Regulation
Order (Part IV of Schedule 9 to the Road Traffic Regulation Act
1984) as well as the power to make a new Traffic Regulation Order
(Section 1 of that Act). Authorisation to
advertise new Traffic Regulation Orders falls under the remit of
Cabinet Member Locality Services.
