Purpose

To consider the progression of ‘No Waiting/No Loading at Any Time’ restrictions at the junction of Norwood Ave and Sefton Rd, Litherland

Decision

That:

(1)      the implementation of a new Traffic Regulation Order and changes to existing orders as detailed within the report be approved.

(2)      the necessary legal procedures, including those of public consultation and advertising the Council’s intention to implement the Order, be approved.

(3)      in the event that no objections are received during the consultation process referred to in (2) above, the Chief Legal and Democratic Officer be authorised to make the Order and the Highway Management Manager be authorised to implement the Order; and in the event that objections are received during the consultation process, the matter be referred to Licensing & Regulatory Committee for consideration in accordance with the Council’s Constitution.

Reason for Decision

  1. 1        A request has been received from a Ward Member for ‘No Waiting at Any Time’ restrictions to be introduced at the junction of Norwood Avenue and Sefton Road, Litherland.
  2. 2        It is alleged that parked vehicles are obstructing visibility at the junction to all road users and this is presenting a hazard to road users when entering Sefton Road from Norwood Avenue.
  3. 3        Several local residents had previously requested that waiting restrictions be introduced at the junction however this location did not meet the criteria as per the Traffic Regulation Order policy introduced in 2019, as there had only been one personal injury accident recorded within the latest three year study period, and obstructive parking was not a causation factor in this collision.  However the Policy does allow for restrictions to be considered where there has been a series of individual complaints regarding a particular location, as per this location.
  4. 4        Of the four properties located at/adjacent to the junction, three have off-street parking availability for one vehicle with the fourth property having no off-street parking available to them. The frontage of the fourth property also has zig zags in place for the pedestrian crossing therefore the residents and visitors of this property can only park in Norwood Avenue or on Sefton Road south of the junction with Norwood Road.  Likewise the residents of the other three properties and their visitors will very likely park on street in close proximity to the junction.  If this proposal is progressed this will likely invite objections from local residents which will need to be reported to a subsequent Licensing and Regulatory Committee for consideration.

Other Options Considered and rejected
