Purpose
To seek approval for the
progression of a Traffic Regulation Order, the effect of which will
prohibit waiting and loading in the Pedestrianised area of
Crosby Village, this will encompass the sections of pedestrian
areas known as Moor Lane, Liverpool Road, The Green, Church Road,
and Neville Hymus Way.
Decision
Decision(s):
(1)
the implementation of a Traffic Regulation Order be
approved, the effect of which will prohibit waiting at any time and
loading or unloading between 10 a.m. and 6 p.m. on both sides of
the pedestrianised area of Moor Lane.
Northwest side from the north-east kerbline of Liverpool Road to the south-west
kerbline of Cooksland Car Park access road projected and the
Southwest side from the north-east kerbline of Liverpool Road to the south-west
kerbline of Cooksland Car Park access road:

the implementation of a Traffic Regulation Order be
approved, the effect of which will prohibit waiting at any time and
loading or unloading between 10 a.m. and 6 p.m. on both sides of
Neville Hymas Way along the entire length:

the implementation of a Traffic Regulation Order be
approved, the effect of which will prohibit waiting at any time and
loading or unloading between 10 a.m. and 6 p.m, on both sides of The Green from the north-east
kerbline of The Green Access Road to a
point 15 metres north-east of the north-east kerbline of The Green Access Road:

the implementation of a Traffic Regulation Order be
approved, the effect of which will prohibit waiting at any time and
loading or unloading between 10 a.m. and 6 p.m, on both sides of Church Rd from the northeast
kerbline of The Green Service Road to
the west kerbline of Liverpool Road
both sides:

the implementation of a Traffic Regulation Order be
approved, the effect of which will prohibit waiting at any time and
loading or unloading between 10 a.m. and 6 p.m, on both sides of Liverpool Rd: Northeast side
from the southeastern boundary wall of the Sainsburys store to the
northwest kerbline of The
By-Pass, Southeast side: from a point
13 metres northwest of the southeastern boundary wall of the
Sainsburys store to the southeastern boundary wall of the
Sainsburys store, Southwest side: and from a point 12 metres
northwest of the southeastern boundary wall of the Sainsburys store
projected to the northwest kerb line of The By-Pass:

the implementation of a Traffic Regulation Order be
approved, the effect of which will prohibit waiting at any time and
loading at any time, on both sides of Cooksland Car Park Access Road, Northeast side: for
the entire length, Southwest side: from the southeast kerbline of Moor Lane projected to a point 18
metres south-east of the southeast kerb line of Moor Lane
projected, from a point 38 metres southeast of the southeast
kerbline of Moor Lane projected to the
northwest kerbline of the Cooksland Car Park Service Road and Areas of
Highway Designated as Disabled Persons Parking Places - Southwest
side: from a point 18 metres southeast of the southeast
kerbline of Moor Lane projected to a
point 38 metres southeast of the southeast kerb line of Moor Lane
projected:

the necessary legal procedures, including those of
public consultation and advertising the Council’s intention
to implement the Order, be approved;
(8)
in the event that no objections are received during
the consultation process referred to in (5) above, the Chief Legal
& Democratic Officer be authorised to make the Order and
the Highway Management Manager be authorised to implement the
Order; and in the event that objections are received during the
consultation process, the matter be referred to Licensing &
Regulatory Committee for consideration in accordance with the
Council’s Constitution.
Reasons for the Decision(s):
The Council has the power to revoke a Traffic Regulation
Order (Part IV of Schedule 9 to the Road Traffic Regulation Act
1984) as well as the power to make a new Traffic Regulation Order
(Section 1 of that Act). Authorisation to
advertise new Traffic Regulation Orders falls under the remit of
Cabinet Member Locality Services.
