Purpose

To seek approval for the
commencement of a procurement exercise to commission Reablement
services.

Decision

Decision(s):
That

 
(1) 
The commencement of a procurement exercise utilising
the Sefton Partnership Pseudo Dynamic Purchasing System (PDPS) to
commission additional Reablement Providers be approved.
 
(2) 
That decisions on any new Provider
contract model, contractual terms and conditions, service delivery
arrangements (including service specification and geographical
contracted areas) and payment arrangements to be applied to the
above procurement exercise be delegated to the Executive Director -
Adult Social Care, Health and Wellbeing in consultation with the
Cabinet Member – Adult Social Care and Health and the
Executive Director of Corporate Services and
Commercial, subject to adhering to the
required budgetary approval processes;
 
(3) 
That decisions on the tender evaluation criteria
(cost / quality thresholds) be delegated to the Executive Director
- Adult Social Care, Health and Wellbeing in consultation with the
Cabinet Member – Adult Social Care and Health and the
Executive Director of Corporate Services and
Commercial.
 
(4) 
That delegated authority is given to the Executive
Director - Adult Social Care, Health and Wellbeing in consultation
with the Cabinet Member – Adult Social Care and Health to
award contracts following the procurement process and to make
decision on the implementation of any permitted extension periods
to contracts initially awarded.

Decision(s)
 
The rationale for the
recommendations in this report have been formulated to ensure that
a procurement exercise can take place to secure additional
Reablement service provision can be commissioned, thus ensuring
that there is sufficient provision to meet needs and to support as
many people as possible to maintain and regain their
independence.
