Purpose

The purpose of this report is to seek the
Cabinet Member’s approval of the Strategic Housing Land
Availability Assessment (SHLAA) report and five-year housing supply
position for 2024.

the Strategic Housing Availability Assessment
(SHLAA) report and the five-year housing supply position for 2024
be approved; and

(2)

the implications of the proposed change to the
standard methodology for calculating housing need on housing supply
in Sefton be noted.

 
 
Reason(s) for the
Decision(s):
 
Local
planning authorities are required to update their housing supply
position annually. This is done through a Strategic Housing Land
Availability Assessment (SHLAA).  The
SHLAA is important in identifying whether there is enough long-term
housing supply to meet the requirements of the Local Plan. It also
helps to identify whether the authority has a ‘five-year
supply’ of deliverable housing land as required by planning
regulations. This is important for decision making purposes and to
help identify whether existing policies on housing supply are up to
date. Being able to demonstrate a five-year supply of deliverable
housing land can often help the Council resist housing proposals in
inappropriate locations.

Considered and Rejected:
 
None. A SHLAA and five-year
housing supply assessment is required every year as good practice
and to help in decision making for planning applications and Local
Plan monitoring.
