Purpose

Alternative provision provider OSMIS CIC have
submitted a funding application through the wraparound childcare
programme to set up a new wraparound provision providing before and
after school childcare. Sheffield City Council has received
programme funding of £1,595,337 in 2024/25 to allocate
to schools and providers to increase the amount of wraparound care.
This new provision will deliver wraparound care to up to 40
children by September 2026 most of whom who will have Social
Emotional and Mental Health needs. Approval of a grant of
£76,000 is recommended to help with set up costs.

Content

That a grant payment of £76,000 be made
to OSMIS CIC as a one-off payment to deliver a new wraparound
childcare service. The grant will be subject to a legally binding
funding agreement.

Reasons for the decision

Sheffield City
Council is delivering the Government’s Wraparound programme,
to increase the amount of wraparound childcare for parents of
primary aged children. Plans for delivery of the wraparound
programme were approved at Education Children and Families Policy
Committee on 8 February 2024.
Securing wraparound provision for children
with SEND is particularly challenging. This provision has a robust
business plan to develop a new wraparound childcareprovision
offering 20 places initially but scaling up to 40 places by 2026
and willoffer places to children with SEND. It supports SCC in its
Wraparound Childcare Delivery Plan which has been endorsed by the
DfE.

Alternative Option 1:
Refusal
This provider has presented a robust business
plan and is successfully delivering support as an AP provider for
Sheffield Children. No alternative options have been presented for
delivery of a wraparound service specifically for children with
SEND. Our delivery plan sets out the intent to increase wraparound
provision for children with SEND. Rejection of this application
could lead to risk of no specialist SEND wraparound provision in
the city.
 
 
Alternative Option 2:
Approval Reduced Offer
The amount requested will not fully meet the
cost for the provider to set up this provision. The cost of
providing specialist services to children with SEND is high. The
risk of making a reduced offer is that the provider would be unable
to open.
