This second Annual Climate
Action Report (appended to this report) provides an update on
progress and activity during 2023/24 to inform the committee and
public of the current situation. It aims to increase transparency
and to stimulate further action.

 

 

12.2

RESOLVED
UNANIMOUSLY: That the Transport,
Regeneration and Climate Policy Committee approves and notes the
contents of Annual Climate Progress Report.

Reasons for Decision

 

 

12.3.1

The Annual Climate Action
Report provides performance measures consistent with the council
Outcomes Framework, as well as information about key achievements
in order to ensure transparency about the council and citywide
progress.

Consideration and approval of
the report ensures that Transport, Regeneration and Climate Policy
Committee contributes to the performance management process and
drives improvement across the organisation.

Alternative Option
1:
Replicate last year’s annual climate report
format
 
The first version of the Annual
Climate Action Report was significantly longer than the version
proposed this year. The streamlined approach developed this year
allows for transparency to be maintained alongside responding to
feedback from users of the report who said the first report was too
long, as well as requiring reduced officer time, so allowing for
more time to be spent on directly achieving progress on climate
action.

Alternative Option
2:
Cease to report on climate progress outside of the quarterly
Outcomes Framework reporting
 
The Outcomes Framework
currently reports only very high-level metrics in relation to
climate action and goes to the Finance and Performance Policy
Committee. Reporting separately to the Transport, Regeneration and
Climate Policy Committee in greater detail allows the committee to
have a greater understanding of progress in their area.
