Purpose

The report:
 
1.       Provided an update
on the procurement and contract award for a provider to operate the
sport and leisure facilities listed in paragraph 1.1.5 of this
report and the transition of such operation from Sheffield City
Trust (“SCT”) and Places for People Leisure
Management Ltd. (“Places”) to the new operator,
SLM (trading as Everyone Active).
2.       Sought approval for
the contract award to Sports and Leisure Management Ltd
(“SLM”) and entry into associated
documents.

1.

Sheffield City Council
(“Council’’) to award a contract to Sports
and Leisure Management Ltd (“SLM”), including
the Council entering into a 15 year and 3-month leisure operating
contract and associated project documents, be approved, for the
following facilities (together the
“Facilities”);
 
o  
Concord Sports Centre
o  
English Institute of Sport Sheffield
o  
Heeley Pool and Gym
o  
Hillsborough Leisure Centre
o  
Ponds Forge International Sports Centre
o  
Springs Leisure Centre
o  
Ice Sheffield
o  
Beauchief Golf Club
o  
Birley Wood Golf Club
o  
Tinsley Park Golf Club
o  
Graves Health and Sports Centre
o  
Thorncliffe Health and Leisure Centre
o  
Wisewood Sports Centre
 

2.

The grant of leases of the Facilities to SLM
for terms of up to 15 years and 3 months, including the Council
entering into an agreement for lease and the leases, be
approved;
 

3.

The decision of the Charity Trustee
Sub-Committee (25 November 2024) to enter into a tenancy at will
for Tinsley Park Golf Club, part of which sits with the charity
High Hazels Park, and approve the entry by the Council into a
tenancy at will in relation to the non-charity land part of the
Tinsley Park Golf Club, be noted;
 

4.

The Council entering into a tenancy at will
and licence to underlet in respect of Springs Leisure Centre, be
approved;
 

5.

The provision of a management fee as detailed
in closed Appendix 4, be approved;
 

6.

The continuing provision of essential
maintenance funding for the Facilities and payable by the Council
as described in closed Appendix 4, be noted;
 

7.

The Council entering into the Local Government
Pension Scheme admissions agreement(s). The admissions agreement
sets out the responsibility for payment of pension contributions
and related terms, i.e. what SLM is responsible for and must pay
directly to SYPA, be approved;
 

8.

The Council (as tenant) entering into
underleases at Concord Sports Centre, Graves Health and Sports
Centre and Thorncliffe Health and Leisure Centre for terms of up to
15 years and 3 months with The National Centre for Sport and
Exercise Medicine project, be approved;
 

9.

The 5-month extension to 31 August 2026 of the
leisure operating contract with Places for People Leisure
Management Ltd. (“Places”) in respect of the
Wisewood Sports Centre to 31 August 2026, including the Council
entering into the deed of variation, be approved; and
 

10.

The description of the material points within
the leisure operating contract and other documents as noted in
closed Appendix 5, be noted.
