Purpose

The report:
 
1. Provided an update on the procurement and
contract award for a provider to operate the Sheffield City Hall
(“City Hall”) and the transition of such
operation from Sheffield City Trust (“SCT”) to
the new operator.
2. Sought approval for the contract award to
SMG (UK) Limited (“SMG”) and entry into
associated documents.

1.

The contract award to SMG (UK) Limited
(“SMG”) trading as ASM Global for the Sheffield
City Hall, including the Council entering into the transfer
agreement, be approved;
 

2.

The grant of a 25-year lease of the Sheffield
City Hall to SMG, including the Council entering into the agreement
for lease, lease and licence to carry out alterations, be
approved;
 

3.

The Council entering into the Local Government
Pension Scheme admission agreement. The admission agreement sets
out the responsibility for payment of pension contributions and
related terms, i.e. what SMG is responsible for and must pay
directly to SYPA, be approved;
 

4.

Provision of a £9.4m lifecycle fund
(index linked), to meet the estimated future lifecycle requirements
identified through the RLB condition surveys in years 0-15,
together with a contingency sum, be approved; and
 

5.

Notes that Appendix 5 will be finalised
following the completion of the legal documents (Transfer
Agreement, Agreement for Lease and Lease).  The terms will be broadly comparable to those
previously agreed for the Arena with limited variations (e.g.
approach to maintenance and lifecycle risks as described in this
report).
