Purpose
Approval of the routemap to compiling a Council Housing Asset Management Strategy.

On the 1st April 2024 the Regulator of Social Housing (RSH) revised the Consumer Standards which regulated the social housing sector and introduced the Safety and Quality Standard which regulates all aspects of building maintenance and safety. Sheffield City Council (the Council) currently does not have an Asset Management Strategy.

Members considered a report of the Executive Director, Neighbourhood Services seeking approval from the Housing Policy Committee to approve an Interim Asset Management Strategy 2025/2029.

Reasons for Decision
- 3.1
The introduction and implementation of the Interim Asset Management Strategy is a key component in the Council responding to the C3 Regulatory Judgement received in July 2024 by demonstrating that the Council has a robust process in place for understanding its stock data and demonstrates how the Council will maintain, improve, and develop their housing stock. Also, the development and implementation of a documented approach to asset management will also ensure that residents and stakeholders understand the Council’s approach to asset management and asset investment.

Alternatives Considered and Rejected

Alternative Option 1:
Do Nothing:
Not an option as the Council is subject to a ‘C3’ Regulatory judgement and needs to demonstrate that it fully understands its asset requirements to achieve compliance.

Alternative Option 2:
Only Produce a Full Asset Management Strategy in March 2026
Not an option as the Council has been working with the Regulator of Social Housing and have agreed to develop an Interim Asset Management Strategy.
