The Interim
Assistant Director for Commissioning and Partnerships introduced
the report which provided the Adult Health and Social Care
Committee with an update on market sustainability, considering
sufficiency, quality and value for
money.
10.2
RESOLVED
UNANIMOUSLY: That Adult Health and Social Care Policy
Committee:-
a.
Note the committee of progress on refreshing the market position
statement for 2025/26.
b.
Note the committee of the ongoing work and position in meeting our
statutory duties under the Care Act 2014 to ensure market oversight
and market sustainability.
c.
Note the progress and update on quality monitoring and
assurance.
d.
Approve fee recommendations for the Council delivery of
Appointeeships.
e.
Approve an uplift to current fees for property searches, property
storage and estate handling.
f.
Note the committee the latest position from HMRC on the
VAT.
10.3
Reasons for
Decision
10.3.1
In fulfilling the Care Act 2014 duties, local
authorities must ensure good oversight and understanding of the
local care market. This includes setting rates that is believed,
based on the evidence, will support a quality, flexible and
sustainable market.
10.4
Alternatives
Considered and Rejected
10.4.1
An alternative option to not
increase rates for Appointeeships is not recommended. Both internal
audit and the DWP have raised the importance of managing risks and
appropriate caseloads. The recommendation continues to represent
good value for money for the Council.
