The
Assistant Director of School Effectiveness introduced the report
which provided an overview of the work of the School Services team
and outlined the strategic priorities for the next 12–18
months.

UNANIMOUSLY: That Education, Children and Families Policy
Committee:-
 
a.   
Note the achievements and contributions of the School Services team
to inclusion and enrichment in Sheffield
schools.
b.   
Endorse the outlined strategic priorities for
2025–2026.

 

 

9.3

Reasons for
Decision

 

 

9.3.1

The School Services team plays a vital role in
promoting inclusion, enrichment, and wellbeing for children and
young people across Sheffield, particularly those who are
vulnerable or face barriers to participation. The recommendations
in this report are designed to strengthen the reach, impact, and
sustainability of these services by aligning them with shared
strategic priorities, improving data use, and deepening
collaboration across the education system.

 

 

9.3.2

By endorsing these proposals, the
Council can ensure continued access to high-quality, inclusive
opportunities that support children to feel they belong, achieve
their potential, and develop the skills and confidence needed for
future success.

Alternatives
Considered and Rejected

 

 

9.4.1

Alternative Option 1:
Continue current delivery without strategic alignment Rejected
because it would limit our ability to improve inclusion, measure
impact, and respond to needs effectively. It would not align with
Council priorities or support service-wide
collaboration.

 

 

9.4.2

Alternative Option 2:
Decentralise provision to schools/MATs Rejected due to risks around
equity and access. Vulnerable learners may miss out if provision
depends on individual school resources. This approach would reduce
consistency, oversight, and collective impact across the
city.
