Members of the committee
considered a report of the Executive Director Neighbourhood
Services setting out

 

 

11.2

RESOLVED
UNANIMOUSLY: That the Environmental
Services and Regulation Policy Committee:
 

a)   
Notes and endorses the proposed areas of work that
will support improvements in Sheffield City Council’s
Electric Vehicle charging infrastructure by allocating up to
£125,000 of surplus parking revenue shown to be derived from
the cessation of the Green Parking Scheme.

b)   
Requests officers in City Transport and Parking
Services work up costed options within the agreed proposed areas of
work for inclusion in the Investment Plan; and

c)   
Delegates to the Executive Director of Neighbourhood
Services, in consultation with the Task and Finish Group, approval
of the final spend on the costed options developed for inclusion in
the Investment Plan and for those aspects of the Investment Plan to
be implemented immediately.

 

 

11.3

Reasons for Decision

 

 

11.3.1

Investing up to £125,000
surplus parking income derived from the Green Permit Scheme ending
demonstrates Sheffield City Council’s ongoing commitment to
investment to support the transition to zero-emission vehicles by
targeting one of the key remaining barriers: access to convenient
and reliable charging infrastructure.

 

 

11.3.2

Usage data and feedback
received from motorists demonstrates that action needs to be taken
to support the availability, accessibility and reliability of
Sheffield public charger network.

 

 

11.3.3

Further funding of £8.9m
capital from government’s Local Electric Vehicle
Infrastructure Fund (LEVI) for South Yorkshire will create a
positive impact of increasing the size of the existing EV charging
network.

 

 

11.3.4

The revenue funding can be put
to more flexible ways of tackling barriers to usage that capital
isn’t able to be used for.

 

 

11.3.5

Agreeing the parameters now
will allow officers to work up and cost the most effective series
of measures, ready to implement once the financial reconciliation
has been completed at year end 2025/26
.

 

 

11.4

Alternatives Considered and Rejected

 

 

11.4.1

Alternative Option 1: Do Nothing

 

 

 

This option was rejected as
improving reliability and access to EV charging infrastructure
supports the council to improve financial viability of the charging
network. The more people who use the network, the more sustainable
the financial model becomes. This is critical in meeting the
priorities identified in section 3 under the council plan of
supporting transition to clean more sustainable forms of
transport

 

 

11.4.2

Alternative Option 2: Invest in new chargers

 

 

 

This option would limit the
impact of the EV charging network. Increasing the network, without
tackling some of the existing barriers to using public charges in
Sheffield, wont improve motorists confidence in the reliability and
accessibility of public chargers. Ensuring the network is
available, accessible, and affordable will improve confidence and
remove barriers across the network. Investing in measures to tackle
those barriers will prove beneficial across our existing charging
network and also future
developments
