10.1

The Finance Manager
introduced the report which provided details of proposed changes to
the existing Capital Programme as brought forward in Month 03
2025/26.
 
Members gave
comments, asked questions and officer responses were
provided.
 
It was suggested
that the item in relation to the FHSF Events Central Building
scheme be deferred for consideration at an extraordinary meeting so
that more information could be provided to Members with regards to
the proposed increase in costs. Members agreed to this course of
action. 

 

 

10.2

RESOLVED
UNANIMOUSLY: That Finance and Performance Policy
Committee:-
 
a)   
approve all new schemes; except expenditure relating to feasibility
works up to the value of £100,000 in accordance with the
Financial Procedure Rules;  with the exception of the
scheme in respect of Future Hight Streets Fund Events Central
Building, which was deferred for consideration at an
Extraordinary meeting to be held on 28th August
2025.
b)   
approval of a variation to an existing scheme which increases the
value of the scheme by more than £100,000;
and
c)   
acceptance and issue of capital grant funding (and where
appropriate associated revenue grant funding) to enable capital
scheme implementation

Reasons for
Decision

 

 

10.3.1

The proposed changes to the Capital programme
will improve the services to the people of
Sheffield

 

 

10.3.2

To formally record changes to the
Capital Programme and gain Member approval for changes in line with
Financial Regulations and to reset the capital programme in line
with latest information.

Alternatives
Considered and Rejected

 

 

10.4.1

Several alternative courses of
action are considered as part of the process undertaken by Officers
before decisions are recommended to Members. The recommendations
made to Members represent what Officers believe to be the best
options available to the Council, in line with Council priorities,
given the constraints on funding and the use to which funding is
put within the Revenue Budget and the Capital
Programme
