10.1
The Strategic Housing Service Manager and
Strategic Housing Officer presented a paper to the Adult Health and
Social Care Policy Committee which sought endorsement from the
Committee for a new 5-year Older People’s Housing Strategy,
approved by the Housing Policy Committee on the 19th
June 2025. The report summarised key elements of the Strategy and
the changes that would take place if the strategy were adopted,
alongside the public and partner consultation results which were
part of the strategy’s development.
10.2
RESOLVED UNANIMOUSLY: That
Adult Health and Social Care Policy Committee:-
Note that the Housing Policy
Committee on the 19th June 2025 gave approval for a new
5-year Older People’s Housing Strategy 2025-2030
Consider and endorse the decision
taken by the Housing Policy Committee and endorse the adoption of a
new 5-year Older People’s Housing Strategy, as set out in
Appendix 1
10.3
Reasons for
Decision
10.3.1
The Older People’s Housing Strategy
reflects the priorities, challenges and opportunities the public
and other partners have told us about in relation to meeting the
housing needs and aspirations of Sheffield’s older adults.
The Strategy responds to the impacts of a large and growing older
population, the city’s significant shortage of age-friendly
housing that supports independence, and the implications of failing
to meet the challenges and opportunities that these present. In
doing so, it will contribute to the Council Plan, help to deliver
the Housing Strategy 2024 – 2034; and support
Sheffield’s commitment to being an age-friendly city.
10.3.2
It is important that Sheffield has a long-term
strategic plan for how it will meet the housing needs of our older
community, now and in years to come. Our current Strategy is out of
date and so a new Older People’s Housing Strategy is
needed.
10.3.3
It is therefore recommended that the Adult
Health and Social Care Policy Committee consider and endorse the
decision taken by the Housing Policy Committee to adopt the new
5-year Older People’s Housing Strategy 2025- 2030, as set out
in Appendix 1.

Alternatives
Considered and Rejected
10.4.1
Alternative Option
1: Do not develop the Strategy Developing
An Older People’s Housing Strategy is
not a statutory requirement. However, this option was rejected as
the Older People’s Housing Strategy forms a key delivery
document for the overarching Housing Strategy. It is seen as
critical to guide planning, development and investment in older
people’s housing and housing support services over the next 5
years. It also helps the delivery of strategic priorities within
other key strategies developed by Adult Social Care. The approach
of not having an Older People’s Housing Strategy is therefore
not recommended.
