8.1
The
Finance Manager introduced the report which outlined the key
capital investment priorities of the Council by Policy Committee
area. The details of the individual capital schemes were given on a
scheme-by-scheme basis in appendix 1, details of grants to be
issued were in appendix 2 and grants to be accepted were in
appendix 3
8.2
RESOLVED: That the Finance and Performance
Policy Committee:-
a)
Approves the proposed additions and variations to the Capital
Programme listed in Appendix 1
b)
Approves the council entering into agreements to provide funding to
3rd parties as identified in Appendix 2 and;
c)
Approves the council entering into agreements to become accountable
body for grant funding as identified in Appendix 3

1: In relation to the proposed additions and variations to the
Capital Programme listed in Appendix 1, Councillors Douglas Johnson
and Martin Phipps expressed a wish to abstain on the proposal to
approve the addition of £49,970.7K to the Capital Programme
to progress work on providing a new, modern facility at the Springs
Leisure Centre Site, and asked for this to be recorded;
and

Prior to the passing of the above resolution, a motion moved by
Councillor Martin Phipps and seconded by Councillor Douglas Johnson
to defer the proposal to approve the addition of £49,970.7K
to the Capital Programme to progress work on providing a new,
modern facility at the Springs Leisure Centre Site and to receive a
further report on the Scheme at a future meeting of the Committee,
was put to the vote and was lost.
8.3
Reasons for Decision
8.3.1
The
proposed changes to the Capital programme will improve the services
to the people of Sheffield
8.3.2
To
formally record changes to the Capital Programme and gain Member
approval for changes in line with Financial Regulations and to
reset the capital programme in line with latest
information.
8.4
Alternatives Considered and Rejected
8.4.1
Several
alternative courses of action were considered as part of the
process undertaken by Officers before decisions are recommended to
Members. The recommendations made to Members represented what
Officers believe to be the best options available to the Council,
in line with Council priorities, given the constraints on funding
and the use to which funding is put within the Revenue Budget and
the Capital Programme
