12.1
Members of the committee
considered a report of the Executive Director Neighbourhood
Services detailing proposed actions that have resulted from a
cross-committee Task and Finish Group. It sought endorsement of the
actions and provided a report back on progress made in 12
months’ time. Finally, it sought approval to explore the
development of a new approach to how any decision on potential
surplus funds from parking is considered and approved.
12.2
RESOLVED
UNANIMOUSLY: That the Environmental
Services and Regulation Policy Committee:
a)
Notes and endorse the content of the
report
b)
Agrees to review progress against the action plan in
the committee’s existing Quarterly Performance update
cycle
c)
Approves the development of a new approach to how
any decision on potential surplus funds from parking is considered
and approved, subject to approval from the Council’s 151
officer.
d)
Where a future approach entails lines of expenditure
reserved to both the Environmental Services and Regulation Policy
Committee and the Transport, Regeneration, and Climate Policy
Committee a decision report will be presented to the Strategy and
Resources Policy Committee.
12.3
Reasons for Decision
12.3.1
The joint task and finish group supported a
holistic and thorough look at existing enforcement practice in the
council’s parking enforcement team. It provided an
opportunity for comparing and learning from other authorities and
holding Sheffield up against the performance of others.
12.3.2
Ultimately, this has provided assurance that
the parking enforcement
team are already developing new enforcement
practices and are
delivering an efficient and productive
service. However, it has also been
beneficial in identifying new and innovative
opportunities to be trialled
which may benefit the city in keeping
residents safer and improving the
performance of public transport.
12.3.3
In proposing these actions, the report sets
out a clear action plan that can be enacted and impactful in the
next 12 months, which reduces risk around costs and allows the
changes to be effectively monitored and reported on over the next
12 months. By adopting this approach, we have enabled improved
links between transport and vision zero polices and the operational
delivery of parking enforcement in the city.
12.4
Alternatives Considered and Rejected
12.4.1
Alternative Option 1: Do
Nothing
At an officer level there is
cross working between Parking and City Transport on a day-to-day
basis, both on business as usual operations and planning for new
projects. Officers work well together but there can be times where
the approach of one service can be at odds with the priorities of
the other. As the two services report to different committees, it
was felt that holding the joint members task and finish group would
help provide clarity about the policy priorities and improve
overall impact.
12.4.2
Alternative Option 2: Wider
Partnership Steering Group
It’s essential to ensure
our partners and communities shape policy priorities. However, it
was felt that the depth of data and feedback already held by
parking and city transport would provide a good benchmark for
developing proposals that could then be shaped further with
partners, such as the initiative to put enforcement cameras on
Service buses. Having a council task and finish group has enabled
opportunities to be developed at greater pace that can then be
shaped with our communities.
