10.1
The Committee received a report of the
Assistant Director, Commissioning and Partnerships, which provided
an update on Adult Care and Wellbeing Commissioning activity and
priorities in 25/26. The report sought to provide reassurance on
how the Council was delivering its market sufficiency
responsibilities as set out in the Care Act 2014, covering progress
made on commissioning strategies and planned activity to ensure
that people living in Sheffield who need care and support continue
to have a choice of high-quality provision available in the
city.
10.2
RESOLVED UNANIMOUSLY: That
Adult Health and Social Care Policy Committee: -
a)
Note the refreshed Market Position Statement for 2025/26.
b)
Note the commissioning intentions scheduled for consideration by
the Adults Health and Social Care Policy Committee over the next 12
months
c)
Note the progress update on the Adult Workforce Strategy, Ethical
Charter and Care Academy
d)
Note the Market Oversight Delivery Report update for Quarter 2,
25/26 and ongoing work to meet our duties under the Care Act 2014
to ensure market sustainability
e)
Note the strengthening of the Monitoring Advisory Board (MAB)
governance to support effective oversight of quality and
sufficiency
f)
Note the work undertaken and position on provider fees in 2025/26
and update on 2026/27 fees proposals
g)
Request that the Strategic Director Adult Care and Wellbeing
continue to bring regular commissioning strategy updates to the
Adult Health and Social Care Policy Committee
10.3
Reasons for
Decision
10.3.1
In fulfilling our Care Act 2014 duties, local
authorities must ensure good oversight and understanding of the
local care market with meeting the demand and supply of local
population needs now, and in the future. This includes a quality,
flexible and sustainable marketplace. It also helps shape the
Council’s vision and providers to identify potential
opportunities that they may tender for
10.3.2
Regular updates and request for approvals will
be provided to Committee to give assurances on how we are meeting
our statutory duties and deliver upon our value of openness and
transparency
10.4
Alternatives
Considered and Rejected
10.4.1
Do Nothing: Continuing only existing
offers of care and support leads to a stagnant marketplace that
stifles variety for the people of Sheffield. Additionally, this
exacerbates existing operational challenges and increased budget
pressures. Traditional models of care are showing a decline.
10.4.2
Commission New Models: There is a need
to ensure new innovative models and provision such as Community
Living Networks are considered and commissioned, and that the offer
supports changing customer need.
