22.1

The Committee considered a report of the
Community Services manager which set out the spending decisions
made by the Community Services manager in consultation with the
North East Local Area Committee Chair,
in accordance with the delegation granted by the North East Local Area Committee at its meeting on
8th October 2024.
 
Since the last North
East LAC meeting in September 2025, an expenditure of
£14,063 had been approved under the delegation set out in
point 1.1.2 of the report.  A breakdown
of monies spent, and the remaining budget could be found under
point 1.2 of the North East Local Area
Committee Budget Report 2025/26.
 
The Community Services manager highlighted
some of the work that had taken place and had benefitted from Local
Area Committee funding. 
 
Councillor Mark Rusling thanked council
officers and staff from Ingle Gym and Sheffield Wednesday Community
Programme and added that these projects were extremely successful
and well attended by young people.
 
Councillor Fran Belbin thanked everyone
involved in local projects for their contributions to the community
and asked if the project called ‘Hoop City’ was a local
project?
 
Councillor Safiya Saeed informed the committee
and audience that it was a local project but had delivered services
in other areas also.
 
The Community Services manager stated that
there was £75,513 budget that remained, some of the remaining
money would be allocated to the Stewardship Programme, discussed in
the previous North East Local Area
Committee meeting in September. 
 
Councillor Mark Rusling asked if the young
people involved in that programme would be from the local area and
be working their local area?
 
The Community Services manager stated that
yes, they would which encouraged pride in their local area.

 

 

22.2

RESOLVED UNANIMOUSLY: That the
North East Local Area Committee:

 

 

 

(a)    Notes the expenditure
under delegated powers against the 2025/26 £100,0000 budget
to address local priorities in the North
East LAC as detailed in the report;
 
(b)    Agrees to the
expenditure of £27,889 on the Environmental Project for the
Stewardship Programme as detailed in the report; and
 
(c)     Authorises the
Community Services Manager, in consultation with the Local Area
Committee Chair, to finalise the eligibility criteria and make
decisions, following engagement with the relevant Ward Members, on
the award of the grant funds proposed of up to £5,000.

Reasons for
Decision

 

 

22.3.1

Spending decisions made by the Community
Services Manager under the authority delegated by the LAC in
October 2024 are required to be reported to the next LAC meeting so
that the LAC can monitor its delegated budget and delivery of the
Community Plan.

 

 

22.3.2

The further expenditure and proposed use of
funding under delegated authority outlined in the report addresses
the identified local priorities within the North Local Area
Committee Community Plan.

 

 

22.4

Alternatives
Considered and Rejected

 

 

22.4.1

Decisions on all expenditure could be reserved
to the LAC but this would inevitably
delay delivery of priority actions to address specific issues
identified in the Community Plan.

 

 

22.4.2

All decisions on expenditure to support
Community Plan priorities could be delegated to
officers.  However, this would restrict
and undermine the LAC’s ability to monitor its delegated
budget and delivery of the Community Plan.
