9.1

Members of the committee
considered a report of the Executive Director, City Futures setting
out the consultation responses received in relation to the proposed
Traffic Regulation Order (TRO) and Speed Limit Order (SLO) for the
A625 Safer Roads Scheme, including formal objections. It details

9.2

RESOLVED UNANIMOUSLY: That the
Transport, Regeneration and Climate Policy Committee –
 

a)   
Considers the objections to the proposed Traffic Regulation Order
and speed limit order associated with the A625 Safer Road
Scheme.

b)   
Having regard to those objections, approves that the TRO and SLO be
made and in accordance with the Road Traffic Regulation Act
1984.

c)   
Notes that all respondents will then be informed accordingly by the
Council’s Traffic Regulations team.

d)   
Approves the implementation of a A625 Safer Road Scheme, subject to
authorisation of the project through the capital gateway process
and no road safety issues being identified through a Road Safety
Audit (RSA) at the detailed design stage.

 

 

9.3

Reasons for
Decision

 

 

9.3.1

The Council has a statutory duty under the
Road Traffic Act 1988 to promote road safety and, where it has
carried out studies into collisions arising out of the use of
vehicles on roads for which it is the highway authority, take such
measures as appear to it to be appropriate for preventing such
collisions.

 

 

9.3.2

The A625 Safer Roads scheme aims to reduce
road traffic collisions, particularly focused on reducing KSIs
casualties by implementing road safety measures on a route with the
hight injury collision rates.

 

 

9.3.3

To contribute to the creation of a safer
residential environment, which will allow easier access to local
facilities for all.

 

 

9.3.4

A reduction in vehicle speeds can potentially
reduce vehicle emissions and this will contribute towards improved
air quality.

 

 

9.3.5

Road safety schemes can reduce the
intimidatory impact of traffic on our neighbourhoods and make
walking and cycling in these areas safer and more attractive; the
outcome of this is to reduce the city’s carbon footprint and
improving personal health.

 

 

9.3.6

It is therefore recommended that the
Committee:
1. Considers the objections to the proposed
Traffic Regulation Order and speed limit order associated with the
A625 Safer Road Scheme.
2. Having regard to those objections, approves
that the TRO and SLO be made and in accordance with the Road
Traffic Regulation Act 1984.
3. Note that all respondents will then be
informed accordingly by the Council’s Traffic Regulations
Team.
4. Approves the implementation of a A625 Safer
Road Scheme, subject to authorisation of the project through the
capital gateway process and road safety issues being identified
through a Road Safety Audit (RSA) at the detailed design stage

9.4.1

Alternative Option 1: Do Nothing
 
This option has been considered but is not
deemed appropriate as this will result in projects to lower
collisions not being delivered. The Road Safety Fund gives us the
opportunity for economic, environmental, and societal benefits.

Alternative Option 2:
