11.1
The Head of Programmes and Accountable Body
presented a paper to Committee which provided an update in respect
of the development of the Investment Plan and likely timescales for
completion.
11.2
RESOLVED UNANIMOUSLY: That the Economic
Development, Skills and Culture Policy Committee:
a) Notes the progress in
developing the Sheffield Investment Plan for Growth
11.3
Reasons for
Decision
11.3.1
Sheffield has ambitious plans for the future
of its economy which are now articulated in the Sheffield Growth
Plan. The development of the Investment Plan will play a crucial
role in the Growth Plan’s delivery and will look to maximise
the outcomes for Sheffield’s residents and businesses.
11.4
Alternatives
Considered and Rejected
11.4.1
Alternative Option 1: Do not prepare an
Investment Plan
This option was rejected because it is
considered critical for the Growth Plan to have a clear programme
of delivery. The Investment Plan will not only set out known
planned activity but sets out gaps in delivery that need to be
addressed by the Council and/or its partners.
11.4.2
Alternative Option 2: Complete the investment
using ‘in house’ resource rather than utilising
consultant support to develop the Investment Plan
This option was rejected because it was
considered that Officers do not have the full range of knowledge to
consider alternative and/or innovative projects to address gaps in
the Growth Plan. Furthermore, Officers capacity to undertake this
work is limited and using consultant support should reduce
timescales.
