12.1

The Assistant Director of Commissioning and
Partnerships and Strategic Commissioning Manager were in attendance
to present a new citywide strategy, developed with partner
organisations, which would guide the development of sexual health
services over the next 5 years. The report sought the
Committee’s approval to commission and develop services in
line with the vision and aims of the strategy.

 

 

12.2

RESOLVED UNANIMOUSLY: That
Adult Health and Social Care Policy Committee:-

 

 

 

a.   
Note, approve and support the Sexual Health and Reproductive Health
Strategy including the commissioning of development of services in
line with the Strategy
b.   
Delegate authority to the Director of Integrated Commissioning, in
consultation with Finance, Procurement and Legal, to take all
necessary operational decisions to implement the Strategy, and note
that this will include determining the procurement approach,
approving procurement documentation, undertaking procurement
processes and awarding and entering into contracts for Sexual and
Reproductive Health Services in accordance with Procurement Act
2023, the Provider Selection Regime and/or Public Contract
Regulations 2015.
 

12.3

Reasons for
Decision

 

 

12.3.1

Providing good sexual and reproductive health
services is a key public health duty of the Council.

 

 

12.3.2

Good sexual and reproductive health services
support a wide range of health and wellbeing benefits for
individual young people, adults, families and wider society.

 

 

12.3.3

The strategy, and the proposed recommissioning
process, presented in this report will deliver a coordinated and
effective sexual health system for Sheffield for the future and
will secure positive outcomes for the people of Sheffield.

 

 

12.4

Alternatives
Considered and Rejected

 

 

12.4.1

Alternative Option 1: There is no statutory or
regulatory requirement for Sheffield, or the Council, to develop or
publish a Sexual and Reproductive Health Strategy. Therefore, one
alternative would be to continue commissioning and system
stewardship activity in this area without developing or publishing
a strategy document.
 

12.4.2

Our conclusion is that developing and
publishing a strategy document such as the one presented to
committee for approval, is beneficial because:
 
• It brings together a range of other
existing statutory responsibilities and requirements around the
commissioning and delivery of sexual and reproductive health
services into a single, easy to understand and communicate,
document
• The process of developing the strategy
brings together stakeholders, engages them in the conversation and
builds commitment to working together for the benefit of the people
of Sheffield.
• The forthcoming recommissioning process
for sexual health services will be underpinned and supported by a
comprehensive set of principles and objectives which are built upon
good data and evidence, and which will guide delivery for years to
come.
