9.1
The Committee
considered a report of the Executive Director of Neighbourhood
Services which asked for consideration of proposals to enable the
planned improvement of Norfolk Park, a charitable asset held on
trust by Sheffield City Council, in a way that supports and
advances the charity’s
objects.
9.2
RESOLVED
UNANIMOUSLY: That the Charity Trustees
Sub-Committee:-
(a)
Notes the contents of this
report;
(b)
Agrees based on the content of this report, that the ‘Norfolk
Heritage Park Priorities Plan 2026–2031’ is in the best
interests of the Norfolk Park
Charity;
(c)
Approves the development and delivery of park improvement projects
as specified in the ‘Norfolk Heritage Park Priorities Plan
2026-2031’; and
(d)
Authorises Sheffield City Council to seek and accept appropriate
funds for the purpose of delivering these improvements. Funding
opportunities will include Sheffield City Council funding streams
and external funding
sources.
9.3
Reasons for
Decision
9.3.1
The planning, fundraising and delivery of
improvements to Norfolk Park contributes to the objects of the
charity; ‘the provision and maintenance of a park for
“walks and pleasure
grounds.’
9.3.2
Bringing investment and an annual income allows
the Council as sole trustee to support the management and
maintenance of the park and in turn contribute to the charity
objects.
9.3.3
In addition:

If much?needed investment is secured for Norfolk Park, this will
reduce the risk of further deterioration and ensuring its long?term
sustainability.
·
Enhanced recreation and leisure facilities are provided for
visitors, improving the overall experience within Norfolk
Park.
·
Reduced financial and maintenance liabilities for the Charity, as
all maintenance and upkeep obligations rest ultimately with the
Charity.
9.4
Alternatives Considered and
Rejected
9.4.1
Alternative Option
1:
Do nothing By doing nothing, the quality of
Norfolk Park and its recreational facilities will continue to
degrade. This would result in the park becoming a less desirable
place to visit and there would be a decline and reduction in its
recreational value. Infrastructure failure could result which would
have health and safety implications for park users. There would
also be implications and impact on the site’s heritage
status. These outcomes would not be in the interest of the
charity.
