Purpose
This report seeks approval to commission and
procure the following specialist goods and services for use by
Transport Services.
• Bodyshop
Repairs
• Vehicle
Tyres Supply and Fit.
The goods/services in this report are a
commonly recurring requirement of the Council. This report
describes the good/services, the current position for the supply of
the goods/services, the proposed commission of the goods/services
and the proposed procurement of the goods/services.
The purpose of the report is to provide
sufficient information for the Director of Operational Services to
provide authority for the commission of the services and the
subsequent procurements to be undertaken.
Content
a)
Approved the commission of bodyshop
repairs services from external providers for a period of 4 years
with an estimated value of £645,000.
b)
Approved the procurement strategy to undertake a competitive open
tender process and establish a Council framework of up-to four
qualified service providers under which individual call off
contracts are awarded throughout the period of the agreement,
following a further competition.
c)
Approved the commission of the vehicle tyres services from an
external provider for a period of 4 years with an estimated value
of £740,000.
d)
Approved the procurement strategy to award a contract via direct
award using the Yorkshire Purchasing Organisations (YPO) Tyres for
Motor Vehicles, Plant and Related Services – 1009
Framework.
Reasons for the decision
The decision will help enable the Council to
continue to provide transport services to staff and citizens of
Sheffield. The procurements of the contracts will ensure the
Council is operating in accordance with the Public Contract
Regulations 2015 and achieving best value in its procurement of the
services.
Alternative options considered
Do nothing – this is not an option as
the Council has the ongoing requirement and legal responsibility to
safely maintain its vehicle fleet. Public procurement regulations
dictate that these services are procured in a compliant manner.
Self-Deliver - this is not an option; the
service has neither the capacity nor expertise to self-deliver
these products.
Further extend existing contract – this
is not an option as all available contract extensions have been
utilised. The Council must adhere to the Public Contract
Regulations (2015) thus further variations (value and duration) are
not deemed easily reconcilable with the provisions set out within
Public Contract Regulations 2015.
