Decision

The Committee considered a report of the Executive Director City Futures providing an update on progress with the Crucible Theatre regeneration and upgrades and future programme and noting the funding requirements of c£1.3m for the next stage of the development works.

RESOLVED UNANIMOUSLY: That Strategy and Resources Policy Committee:-

(a) notes the progress with work being undertaken on the Crucible Theatre regeneration and upgrades and future programme;

(b) notes the c£1.3m funding requirement for fees for the next design phase and linked drawdown of South Yorkshire Mayoral Combined Authority (SYMCA) for  the development funding; and

(c) notes funding options of both private and public funding set out in the report for the wider development, including the likely use of Sheffield’s Gainshare allocation to support the project.

Reasons for Decision

  1. 3.1

The recommendations provide a framework to secure substantial investment in the Crucible Theatre. This certainty will support future investment decisions, enable venue improvements to be aligned with event requirements and facilitate the development of longer-term visitor economy, cultural and city centre activation initiatives linked to the Championship.

  1. 3.2

The proposal aligns with existing Council priorities and represents the delivery of established Council policy, including ambitions set out through the Council Plan. It will help ensure that Sheffield continues to benefit from a globally recognised theatre that delivers economic growth, enhances the city's reputation and supports wider cultural and community outcomes.

Alternatives Considered and Rejected

  1. 4.1

Alternative Option 1: Do nothing

This would not result in the outcomes described above, ultimately offering no improvement to the quality of production or user experience and also falling short of World Snooker’s aspirations for a world championship venue.

  1. 4.2

Alternative Option 2: Design sub-options

Alternative design options have been considered as part of the feasibility study, but these were deemed to be less sensitive to the distinctive character of the theatre and were more expensive and significantly more intrusive. Increasing the risk of programme delays, additional construction complexities, and a longer period of closure.
