Inclusion of No Entry Information in Moving Traffic Restrictions Summary for Enforcement Policy

Purpose

To make minor amendments to the table in the Moving Traffic Restrictions section in Appendix A of the policy, to reflect new or existing Traffic Regulation Orders. 

Decision

Include no entry restriction summary information in Moving Traffic Restrictions section of the Council Civil Enforcement Officer (CEO) handbook (Civil Parking, Bus Lane and Moving Traffic Enforcement Policy v1.4 – Appendix A) prior to proceeding with camera enforcement of no entry restrictions such as Rockingham Street.

Reasons for the decision

To ensure the no entry moving traffic restriction not included in the existing policy is covered in the handbook for enforcement.

This was not included in the previous policy version pending confirmation of exemptions that would be in the Traffic Regulation Orders.

An Experimental Traffic Order was made on 18th December 2025 to modify an existing no entry restriction at the junction of Rockingham Street and West Street so that it now prohibits entry of traffic except buses and pedal cycles. It is intended this will be enforced using camera enforcement.

This would be applied to for any future no entry restrictions that are prioritised for camera enforcement.

To not include no entry restrictions in the handbook for enforcement
