The Assistant Director of Mental Health and Wellbeing was in attendance to present a report on Adult Mental Health services in Sheffield. The report was set in the context of sustained demand, increased complexity and financial pressure. The report stated that a key focus during 2025/26 and 2026/27 had been on effectively using investment from Future Sheffield and the Integrated Care Board (ICB) through the Better Care Fund (BCF) to support review activity, improving value for money and ensuring that care and support arrangements remain proportionate to need. It was stated that this included a focus on annual reviews, targeted reviews, enablement activity and the development of alternative provision for people with multiple disadvantages and support for a hospital social work discharge team.

RESOLVED UNANIMOUSLY: That the Adult Health and Social Care Policy Committee:

a.    Notes the progress and continued focus on increasing adult mental health review, enablement, and placement activity

b.    Note the systemic challenges related to hospital discharge and maintaining services delivering duties in relation to the 1983 Mental Health Act

c.     Acknowledge the ongoing delivery risks associated with demand pressures, system wide challenges, workforce capacity and recruitment issues

This report is relevant for Committee consideration as it provides oversight of a high-risk statutory service area under increasing demand and complexity. It sets out progress in delivering improvement activity, including review and enablement programmes, alongside clear evidence of system pressures, workforce constraints, and hospital discharge challenges. The report enables Members to scrutinise performance, assess financial sustainability and value for money, and seek assurance that statutory duties are being met. It also highlights key risks and dependencies across the wider health and care system, supporting informed governance and decision-making.
