The Committee considered a report which provided details of proposed changes to the existing Capital Programme as brought forward in Month 01 2026/27.

RESOLVED UNANIMOUSLY: That the Finance and Performance Policy Committee:- 

a)    approves all new schemes (with exception of the Stocksbridge Towns Fund Sports Hub 3G Pitch detailed in section A of appendix 1 and 5); except expenditure relating to feasibility works up to the value of £100,000 in accordance with the Financial Procedure Rules;

b)    approval of a variation to an existing scheme which increases the value of the scheme by more than £100,000; and

c)    acceptance and issue of capital grant funding (and where appropriate associated revenue grant funding) to enable capital scheme implementation.

The proposed changes to the Capital programme will improve the services to the people of Sheffield

To formally record changes to the Capital Programme and gain Member approval for changes in line with Financial Regulations and to reset the capital programme in line with latest information.

Several alternative courses of action are considered as part of the process undertaken by Officers before decisions are recommended to Members. The recommendations made to Members represent what Officers believe to be the best options available to the Council, in line with Council priorities, given the constraints on funding and the use to which funding is put within the Revenue Budget and the Capital Programme
