Decision

  1. 1.1

The committee considered a report of the Executive Director Neighbourhood Services providing an overview of the highways asset management approach and how Category 1 and Category 2 pothole defects are recorded, prioritised and repaired through the Streets Ahead highway maintenance arrangements.

It explained the current assessment of the overall highway network in Sheffield against other similar local authorities and the impact of a significant increase in pothole defects experienced across Sheffield during January and February following adverse weather conditions, which reflected a wider national pattern of increased road deterioration.

  1. 1.2

The report also set out the actions taken by Amey, the SCC client team and the Special Purpose Vehicle (SPV) to manage the spike in hazardous defects, improve communications with residents and Members, strengthen the role of Area Highway Representatives, and maintain progress towards achieving a target of no more than an average of two potholes per mile measured across the whole network by 1 November 2026.

  1. 2

RESOLVED UNANIMOUSLY: That the Environmental Services and Regulation Policy Committee notes the proposed 14-point plan outlined in Appendix 1, which is intended to support the repair of potholes, establish clearer communication channels, improve the customer experience, and rebuild trust and confidence with Members and the public through a more coordinated, transparent and responsive approach.

Reasons for Decision

  1. 3.1

The recommendation is made so Members are informed of the actions being taken to manage the pothole defect position following the January and February spike, improve transparency for residents and councillors, and strengthen customer experience arrangements. The proposed approach maintains focus on public safety by prioritising hazardous defects while supporting progress towards the target of a minimum of two potholes per mile by 1 November.

Alternatives Considered and Rejected

  1. 4.1

Alternative Option 1: Continue with existing arrangements

This option would retain current operational arrangements and continue to manage defects through existing inspection, repair and governance processes.

This option is not recommended because it would not address the need for improved standards, public transparency, clearer explanations about the overall asset management approach, temporary repairs, stronger councillor engagement or a more consistent customer experience.

  1. 4.2

Alternative Option 2: Pursue voluntary termination of the contractual arrangements

This option would involve the Council voluntarily initiating a termination process, noting that the current performance position has not reached the contractual threshold for termination on performance grounds.

This option is not recommended as part of this public report because it would carry significant legal, commercial, financial and operational implications. Further confidential detail is provided in Closed Appendix 3.
