Purpose

To provide authority for the procurement of services for electrical testing and repairs across the council’s Corporate and Schools Estate to ensure compliance and safety standards are adhered to.

This proposed contract will include scheduled portable appliance testing, ongoing electrical repairs and fixed wire testing for Operational Services.

Decision

Approve the commission of a contract for electrical testing and repairs for a period of up to 4 years with a value of up to £1,600,000

Reasons for the decision

The decision will ensure the Council will continue to have access to specialist third party contractors to provide portable appliance and fixed wire testing and electrical repairs. The procurement of the contract will ensure the Council is operating in accordance with the Procurement Act 2023.

Alternative options considered

1.    Do nothing and allow the current contract to expire.

Do nothing - this option was discounted because the Council must maintain compliance and safety standards and requires a compliant procurement route for these services.

2.    Self-deliver

Self-Deliver - discounted due to the specialist capacity, accreditation and resourcing required to deliver inspection/testing and responsive works at the required scale.

3.    Further extend existing contract

Ad-hoc purchasing – discounted because it increases administrative burden, weakens performance management and risks inconsistent compliance and value for money.
